ORGANISASI KESELAMATAN KEBAKARAN (OKK)
Organisasi Keselamatan Kebakaran (OKK) refers to a special internal committee within an organisation responsible for managing, planning, and supervising all aspects of protection as well as preparedness in facing fire risks.
Based on the provisions of Section 27A of the Fire Services Act 1988 (Act 341) in Malaysia, selected premises are required to establish an OKK as a key prerequisite to obtain and renew a Fire Certificate (Fire Certificate F3) from the Fire and Rescue Department of Malaysia (JBPM).
Overview
FIRE SAFETY OFFICER - FSO
Bears the primary responsibility of leading the premises' fire safety strategy, while serving as the official spokesperson and liaison with JBPM.
FIRE SAFETY OFFICER - FSO
Supports the FSM's duties through routine monitoring, log record maintenance, and ensuring all fire prevention equipment operates at optimal performance.

BASIC QUALIFICATIONS
FOR FIRE SAFETY MANAGER (FSM) & FIRE SAFETY OFFICER (FSO)
In accordance with the Director General's Standing Order No. 5 of 2025, every designated premise is required to establish a Fire Safety Organisation and appoint qualified Fire Safety Managers (FSM) and Fire Safety Officers (FSO).
CRITERIA AND QUALIFICATION REQUIREMENTS FOR FIRE SAFETY MANAGER (FSM)
Applicants for Fire Safety Manager (FSM) Certification must meet the following eligibility and qualification requirements as determined by the Director General.
A) Must be a Malaysian citizen; and
B) Possess at least a Bachelor’s Degree in Fire Safety; or
C) Possess a Bachelor’s Degree in Engineering or any other field recognised by the Director General; or
D) Possess a Diploma in Fire Safety, Engineering, or equivalent qualification with not less than five (5) years of relevant working experience; or
E) Possess a Malaysian Skills Diploma (DKM), equivalent certification, or any other qualification recognised by the Director General; or
F) Former Senior Fire Officer with not less than seven (7) years of experience
G) Attend the FSM Competency Course and successfully pass the FSM Level I Examination as prescribed by the Director General; and
H) For special hazard premises such as oil & gas refineries, chemical plants, hazardous process facilities, special structures, or any other premises determined by the Director General, candidates must attend and pass the FSM Level II Examination.
CRITERIA AND QUALIFICATION REQUIREMENTS FOR FIRE SAFETY OFFICER (FSO)
Applicants for Fire Safety Officer (FSO) Certification must meet the following eligibility and qualification requirements as determined by the Director General.
A) Must be a Malaysian citizen; and
B) Possess a Sijil Pelajaran Malaysia (SPM) qualification and pass the examination or equivalent certification recognised by the Director General; or
C) Former Fire Officer; and
D) Attend the competency course and pass the FSO competency examination as determined by the Director General.

FIRE SAFETY MANAGER (FSM)
COMPLIANCE WITH FIRE SAFETY REQUIREMENTS
Comply with all fire safety requirements and regulations.
DEVELOPMENT OF EMERGENCY RESPONSE PLANS (ERP)
Formulates, updates, and enhances the Emergency Response Plan (ERP) and building evacuation procedures on an ongoing basis.
CONDUCTING WEEKLY INSPECTIONS
Carry out weekly fire safety inspections across the premises.
MAINTENANCE OF FIRE PROTECTION EQUIPMENT
Ensure all fire safety equipment and installations are properly maintained and kept in good working order.
SUPERVISION OF
ERT & FSO
Leads the Emergency Response Team (ERT) and supervises Fire Safety Officers (FSO) during routine safety inspections and operational drills.
FIRE HAZARD ABATEMENT
Remove, or cause to be removed, any fire hazards identified during inspections.

TRAINING AND COURSES
Conduct any fire safety and emergency-related courses or training
OCCUPANCY LOAD MANAGEMENT
Ensure that the occupancy load of the designated premises does not exceed the maximum capacity set under applicable written laws
INSPECTION DIRECTIVES FOR FSO'S
Instruct any Fire Safety Officer (FSO) to inspect all firefighting equipment and fire safety installations.
FIRE SAFETY GUIDEBOOK
Prepare a fire safety guidebook for building occupants/residents
SUPERVISION OF EQUIPMENT MAINTENANCE
Supervise the maintenance of firefighting equipment and fire safety installations
COMPLIANCE SUPERVISION OF (OKK) OFFICERS
Ensure that all Fire Safety Organisation (OKK) officers on the designated premises comply with all fire safety requirements
FIREFIGHTING DRILL SUPERVISION
Supervise regular firefighting training and drill activities
FIRE HAZARD ABATEMENT
Remove, or cause to be removed, any fire hazards identified on the premises
FIRE SAFETY CAMPAIGNS AND PROMOTIONAL ACTIVITIES
Organise annual fire safety campaigns, training sessions, courses, competitions, contests, and various activities to promote fire safety awareness
